Entry Requirements

Applicants should be native-speakers of English or possess native-speaker English competence (see note #), and must be permanent residents of the Hong Kong Special Administrative Region at the time of appointment and should possess:
(a) A Hong Kong bachelor's degree majoring in English Language or English Literature or English Studies or Linguistics (see note *) or Modern Languages (see note *), or equivalent;
(b) A certificate in education majoring in the teaching of English at the primary level from a Hong Kong tertiary institution, or equivalent;
(c) A Teaching of English as a Foreign Language or a Second Language (TEFL/TESL) qualification at certificate level, or equivalent; and
(d) At least five years' post-degree teaching experience in the subject of English.

Preference will be given to applicants with local teaching experience at the primary level. Experience in school-based curriculum development and/or as English panel head is preferable.

Applicants who possess a Hong Kong bachelor's degree in other academic subjects, or equivalent AND a certificate in education majoring in the teaching of English at the primary level from a Hong Kong tertiary institution, or equivalent AND a TEFL/TESL qualification at certificate level, or equivalent AND at least five years' post-degree teaching experience in the subject of English may also apply. These applications may only be considered when there are positions left unfilled by applicants meeting all the qualification requirements.
Remarks
# Native speakers of English are people who acquire the language in infancy and develop the language through adolescence and adulthood within a community where English is spoken as the first language. Native-speaker English competence refers to the ability to use English fluently and spontaneously, to give grammatically accurate responses in communication and to write or speak creatively.
Non-native speakers of English, i.e. people who have not acquired the language in early childhood, are also suitable for employment as NETs if their English competence is not different from that of native-speakers in terms of fluency, accuracy and creativity in language use.

* A degree in Linguistics or Modern Languages should be one in which English is the major language studied.
 

Duties

(a) To act as a curriculum leader and collaborate with Native-speaking English Teachers (NETs) and other English teachers to implement the English Language curriculum at the primary level;
(b) To advise schools on the effective deployment of NETs;
(c) To conduct regular school visits and provide on-site support to primary schools in the planning and implementation of the school-based English Language curriculum; (d) To develop effective strategies/activities and resource materials for English language learning and teaching;
(e) To facilitate and monitor the application of effective teaching strategies and curriculum resources in primary schools;
(f) To organise and conduct English learning activities, such as English Day activities for special schools, as and when necessary;
(g) To organise and conduct district-based seminars, experience-sharing workshops and networking activities to disseminate good practices;
(h) To plan and conduct professional development activities for all English teachers, including NETs;
(i) To collaborate with other members of the NET Scheme Support Team (NSST) and contribute to the work of the NSST as an effective member;
(j) To consult and report regularly to the supervisors on work progress; and
(k) To undertake any other duties assigned.

Terms of Appointment

Successful candidates will be employed on non-civil service contract terms. The appointment is expected to be effective from 16 August 2022 until 15 August 2024, subject to renewal after expiry.

Salary and Fringe Benefits

Master Pay Scale Point 15 (HK$31,750) to Master Pay Scale Point 29 (HK$61,415) per month
(a) The salary scale is from HK$31,750 to HK$61,415 (MPS Pt. 15-29) per month (12 months a year). A gratuity may be granted upon satisfactory completion of the contract with consistently high standard of performance and conduct. Such gratuity, if granted, plus any contribution made by the Government to a Mandatory Provident Fund (MPF scheme in respect of the appointee as required by the MPF Schemes Ordinance, will be equal to 15% of the total basic salary drawn during the contract period.
(b) NETs who have completed at least two years of continuous service under the NET Scheme are eligible for a retention incentive. Eligible NETs serving in the third or fourth and fifth year of continuous service onwards will be paid a cash retention incentive equivalent to 5% and 10% of their current basic salary respectively.
(c) Passage, baggage and medical allowances, and a special allowance of HK$20,989 per month are provided for appointees whose normal place of residence is outside Hong Kong. (A NET will not be eligible for the special allowance if his/her normal place of residence is not established as outside Hong Kong or his/her spouse is currently receiving the same allowance or any housing benefit from his/her own employer.)
